I have a 250 by 250 px Illustrator file. How do I increase the dimensions of this file?
Also - how do I save my drawing in a format that is viewable to other people?

To increase the "file size" you'll actually increase the size of your artboard - go to file - document set up - make sure the drop down says Artboard - and change those settings. Voila.
To save in jpg or gif or png (all viewable by others) File - save for web - and save through there - or file save as - save as pdf.
So if I change the size of the artboard, do I have to manually change the size of my drawings? Or does it do it for me?

you manually control that. The artboard is essentially what you'll have after everything is saved - forgot to mention you'll also want to make sure in the save for web menu that the checkbox is checked for "clip to artbox"
