I did link exchange with a number of sites with same or higher Google PR.
When I've viewed the actual page on their site where they have placed the link back to me, the actual page on some of them has a lower or no PR rating.
My question is: Does this matter? Should the page with my link on be of the same or higher PR.

its not going to effect anything at all, all it means is that less PR will be passed to you from the lower PR sites. it would be a good idea to checkout everyone before you link back to them though as you don't want to get your site banned because of linking to bad sites.
its a good service only if you check people out first
Always go for sites that are relevant to yours or related. For example: if you are selling cars then links from essay writing site doesn't make sense but from spare parts site will do good. Same is the case here. Be selective when it comes to link exchange and make sure that you get your desired link from the exact page that you wanted of others site.
even if you have got a lot of high PR backlinks still the main thing that matters is whether your backlinks are form your site's niche related sites or not.

Re: smart link exchange
Yes, the PR of the page that links to your page is important because you don't receive PR from a page with no pagerank and you receive more pagerank from a page with high pagerank. Yes, Google with credit your page even if it is PR10 and a PR1 page is linking to it, you will receive credit for every single link unleash the webmaster made the link noFollow.
Don't forget that quality is more important than quantity. Get backlinks only from related pages else the backlinks less likely help you to increase your ranking. A PR1 backlink from a related website can help you more than 4 PR1 backlinks from unrelated websites. Also, you can receive traffic if you're linked from related websites.
I always to a research before exchanging links and I usually don't exchange links with low ranking websites or sites with poor content. You shouldn't either.
